Stage 1: Review traffic schemes
Review the information on the traffic scheme options, estimated costs and any relevant conditions for your specific community concerns
Stage 2: Discuss potential schemes with your community and local/county councillor
Once you have a shortlist of schemes, use the traffic scheme information to discuss the:
- potential schemes
- estimated costs and
- benefits to your community
with local residents, community groups, the parish council or town council and your local county councillor.
Stage 3: Councillor or Parish/Town council contacts Leicestershire County Council
The local councillor and/or parish or town council will submit an enquiry to officers in the Environment & Transport department of Leicestershire County Council (LCC) for an assessment and a response.
Stage 4: Leicestershire County Council assessment
Leicestershire County Council (LCC) will make an assessment to check if it’s appropriate for the highway i.e. that it fits with current regulations, guidance or good practice.
Stage 5: Assessment result
The assessment result will depend if the scheme:
Scheme is appropriate for the highway
There are 3 outcomes.
- If the scheme is appropriate for the highway and it meets the Leicestershire County Council (LCC) funding criteria, the scheme will be delivered by LCC when the funding is available.
- If the scheme is appropriate for the highway and doesn’t meet the LCC funding criteria, it will be suggested that the requestor explores and provides 3rd party funding for the proposal to be developed, designed and built. If 3rd party funding is available, the proposal will go through 4 phases of implementation. All 4 phases must be funded by the 3rd party.

- Phase 1 – initial scoping stage
- Phase 2 – to establish detailed design and construction method, costs and timeframes
- Phase 3 – consultation, approvals, permissions, licenses and legal requirements
- Phase 4 – delivery / construction / maintenance

- If the scheme is appropriate for the highway and doesn’t meet the LCC funding criteria, and 3rd party funding isn’t available it will rejected and no further discussions will be undertaken.
The Council will inform the requester of the outcome of the assessment.
Scheme isn’t appropriate for the highway
If the scheme doesn’t meet the assessment criteria, the transport engineers will consider if there are any other options and discuss these with the parish/town council or local councillor. If other options are available, these will then go through the assessment process (Stage 4).
If there aren’t any other options, the scheme won’t be supported by LCC and approval won’t be given for further development. This is regardless of whether third party funding is available.
The Council will inform the requester of the outcome of the assessment.
